For the citizens of Kosovo, this is the most important day since the declaration of independence on 17 February 2008, said Prime Minister of Kosovo, Hashim Thaci, after voting in Pristina. These elections, in which the Kosovars should elect their mayors and councilors, are the first organized by the Kosovo authorities. Previous elections held in Kosovo since 1999, date of departure of Serbian forces, were conducted under the supervision of the Organization for Security and Cooperation in Europe (OSCE). As for the Serb minority, the turnout in the large Serb enclave of Gracanica, near Pristina, and Serbs in villages around the capital, was quite high at midmorning, a source told AFP Serb who spoke on condition of anonymity. Several spokesmen for the Serbs in the enclaves called to vote to affirm the continuation of Serbian presence in Kosovo.
